Kelsey is from Mackay, Queensland, Australia. Kelsey was a member of the Queensland All-State Team in 2013, 2015 and 2016, in which she competed in the under-16, under-18 and under-20 Australian National Tournament.
In the 2016 national tournament, Kelsey averaged 13.7 points, 7.0 rebounds and 2.4 assists per game. In three years with the All-State team, she never shot lower than 44% from the field.
